How UK regulates e-cigarette sale

Hi,

I have a friend producing e-cigarette liquid in china and try to find a distributor to sell in the UK market, but I believe those cartridge needs to pass some tests to be sold in the market, could somebody tell me which UK regulation body is responsible for this licencing?
